Why we cannot arrest herdsmen – Army Defence HQ

The Nigerian Army Defence Headquaters has explained that it was constrained to move a special military operations against the dreaded herdsmen because they were neither visible nor carry out their activities under an open or known group.

This came as it asked citizens not to panic over hitherto October 1st deadline given the Igbos by a group of Northern youths to vacate the region, saying the threat was no longer effective.

Addressing the media at the Defence Headquarters on Friday, Director of Defence Information, Major General John Enenche said the various operations and exercises under the Defence Headquarters were being sustained in the North East, North West, North Central, South West, South South and South Eastern parts of Nigeria.

He also said troops of Operation RESTORE DEMOCRACY in the Gambia have been rotated.

”The contingent earned the operational medal, due to their outstanding performance. A new set has been inducted into the mission (ECOMIG).

The Defence Headquarters, according to Enenche,” reaffirmed the unalloyed loyalty of the Armed Forces of Nigeria to the Commander-In-Chief of the Armed Forces of the Federal Republic of Nigeria, President Muhammadu Buhari.”

It also reaffirmed “total subordination of the Nigerian Military to constituted civil authorities, complete dedication of the military to its constitutional roles as well as dedication of the Armed Forces of Nigeria to the protection of lives and property of all peace loving people where ever they live in Nigeria.

Why we called IPOB a terrorist group – Defence Minister

Minister of Defence, Brig-Gen Mansur Mohammed Dan-Ali has explained why the Indigenous People of Biafra (IPOB) was tagged as a terrorist group.

According to the Defence Minister, one of the characteristics of a terror group was hate speech, which Kanu and his co-agitators had been making against Nigerians and Nigeria.

Speaking during a courtesy call on the Permanent Representative of Nigeria to the United Nations, in New York, Prof Tijjani Bande,  the minister insisted that the international community cannot determine Nigeria’s internal security problem.

Said he, “There are many indices that make a group terrorist. One of them that has been mentioned in the country is that any group that is fond of making hate speeches, making provocative statements, becoming a security challenge to the country, then that group has to be registered as a terrorist group”.

He further added that the international community needed to look at what was going on in the country and know what IPOB was doing.

Speaking earlier, Prof Tijjani Bande thanked Dan-Ali for the visit, and said a lot of important persons come around, but are hardly seen in the Mission.

He said the fact that the minister created time to visit the Permanent Mission was something extremely important to the Mission.

Where is Nnamdi Kanu?

For over 30 days now, the whereabouts of the leader of the Independent People of Biafra (IPOB), Mr. Nnamdi Kanu, has been a subject of speculation by Nigerians and the International community.

Recall that Kanu was last seen on August 30 when men of the Nigerian army allegedly invaded his home in Umuahia and since then, he is whereabouts has been unknown. Members of his family have been raising alarm over the matter and have accused the army of abducting him during their onslaught at his home.

    The matter has inevitably attracted the attention of the international community, especially with the United Kingdom asking the Nigerian government of the whereabouts of Mr. Kanu.

Despite comments by many people, the Nigerian government has continued to deny that it invaded the residence of the IPOB leader. The army also denies knowledge of Kanu's whereabouts while at the same time, proscribed the group based of frivolous allegation of terrorism.

  The same government who used military might in a desperate attempt to crush Kanu and the IPOB as witnessed during the recent Operation Python Dance in Abia state recently, stated that it cannot move against the cattle rearers (herdsmen) “because they are neither visible nor carry out their activities under an open or known group.”

  Just at the weekend, a former governor of Abia state, Chief Orji-Uzo Kalu alleged that Nnamdi Kanu sneaked out of Nigeria after the alleged military invasion and travelled to Malasia, from where he moved on to London.

Going by Orji Kalu's stand on issues concerning Biafra and the IPOB, it may not be worthwhile to believe his claim especially since the United Kingdom has not acknowledged the arrival of Mr. Kanu in London.

  

While Nigerians await confirmation of Kanu's arrival in London, the Nigerian government, though deeply occupied with preparations for the celebration of Nigeria's 57th Independence Day anniversary, should make effort to prove to Nigerians that the IPOB leader is not really in their custody so as to douse the tension already generated in the polity.

  

3 choppers, gunboats, 21,084 cops deployed for Anambra election

 

The Inspector General of Police, IGP,  Mr Ibrahim Idris, said a total number of 21,084 policemen, additional 300 vehicles, three Police helicopters and gunboats will be deployed to South-East states ahead of the Anambra State government election billed for November 28.

The IGP, Ibrahim Idris, made this disclosure recently during a dialogue session he had with a coalition of Civil Society Organisation, CSOs, under the aegis of ‘Situation Room’.

Speaking during the session, Idris said he has put necessary manpower and logistics in place to secure electorate, electoral officials, observers and election materials that will be used for the Anambra poll. According to him, “no group(s) under any guise will be allowed to disrupt or cause violence before, during and after the election.”

The IGP said some areas in Anambra State are marked as “flash/vulnerable points of concerns” and would require “extra security arrangements.” He listed the areas to include Otuocha, Onitsha, Aguleri, Nzam, Anam, Achala, Ihiala, Ozubulu, Umunze, Ekwulobia and Okpoko.

 On IPOB’s threat to disrupt the election, the Police boss said: “More Police personnel are already on ground to prevent any untoward incident. “The command has been directed to liaise with the community leaders such as Ohanaeze Ndigbo and the presidents-general of the various communites to prevail on their people in Anambra State not to allow their children and wards to be used to cause disruption of the election, disturbance of public peace, law and order. “The command has been directed to also work with the PCRC, Eminent Persons Forum and the local associations to checkmate the activities of any group inimical to the peace of the land. “The command has equally been directed to synergize with other sister security and safety agencies to ensure the smooth conduct of the election. “Special Police Patrol of the general areas, stop and search, raiding of criminal hideouts and other crime prevention and control strategies are currently ongoing and will continue throughout the election period and beyond.” Logistics for smooth conduct of the election The IGP equally highlighted some of the logistics he has put in place to ensure smooth conduct of the election. He said: “The command has 80 operational vehicles. The Force Headquarters will provide additional 300 vehicles to the command for the election. “The Force Headquarters will provide three Police helicopters for surveillance and aerial patrol throughout the period of the election. Gunboats for the Police Marine to man the waterways at Onitsha,   Aguleri and Nzam have been provided.

The riverine areas will be manned by the Marine Police and Nigerian Navy. “All exit/entry points including border areas between Anambra State/Imo, Abia, Enugu and Delta States will be manned by the Police Mobile Force, PMF, personnel and Nigerian Army. Vehicular movement will be restricted as may be directed by INEC.”

18yr-old boy raped mother to death before sexually assaulting her corpse

An 18-year-old man has been charged with raping and murdering a homeless mother before allegedly sexually assaulting her corpse. 

Police said James Arthur House was arrested in Baltimore on Monday when he allegedly confessed to slaying and raping 35-year-old Jessica Gibson.

The mother-of-four's body was found dumped behind large pallets on a downtown Baltimore access road last Wednesday.

Police say she had been sexually assaulted and strangled. 

Investigators do not yet have a motive for the crime, but they say House and the victim were known to each other. Their exact relationship is not yet clear.  

Surveillance footage from around the area showed House and Gibson interacting before the attack took place. 

After the victim's body was found, police released surveillance video of House inside a convenience store saying they believed he was the last person to see Gibson alive.

The teenager called 911 to hand himself in after spotting the footage of him on social media.  

House was charged with murder, rape, perverted practice, reckless endangerment and sex offenses. 

Some of the sex acts House is charged with were allegedly carried out on Gibson's dead body.

'His confession was complete. Very sad,' Baltimore City Police Commissioner Kevin Davis said. 'Our victim was sexually assaulted in a most brutal way.'

While Gibson was homeless, police say she did have surviving relatives including her four young children.

Police spokesman T.J. Smith said: 'She had some of life's issues going on. Of course, that doesn't make her any less of a victim.' 

Gibson's relatives have set up a GoFundMe page to help cover the cost of her funeral.  

Nigerian movie producer arrested for attempted ritual murder

A youth corps member, Mrs. Patience Bula, serving at Radio Benue Markudi, Benue State has escaped being killed by a certain movie producer, Adams Marvin, who has been accused of attempting to murder Bula for ritual purposes.

  According to a social media call that was made to invite pressure groups as well as humanitarian organizations to come out to Division Police Station, Wadata-Market and demand justice for Patience Bula, the young woman who attempted becoming an actress through the said Adams narrowly escaped death.
Below is the account of the incident as well as the need to demand justice for patience.

Mrs. Patience Bula (Tiv girl) who is a graduate of Mass Communication and a corp member currently serving at Radio Benue Makurdi was invited by a friend (Precious), an Igbo Lady and also fellow corper after their CDS to show up for a movie rehearsal she was taking part in and to perhaps, also pick a simple role. A thing she succumbed to after some persuasion. There she was introduced to one Adams Marvin (Idoma boy) who was the one managing the shooting of the movie and was subsequently attached a simple role and handed the scripts. Subsequently, she was asked to bring the script as it contained some roles of other artists, a thing she did voluntarily at the Eunice Resort Centre, venue of the rehearsal where she had been offered the role.

    On Sunday, 10th September, 2017, the said Marvins called Patience that there was need to cut down participating actors in the movie to save cost, hence the production team was short of finance. He therefore urged Patience to meet him at Hope Clinic, Wadata, where other actors and actresses were waiting to be shortlisted. On getting to the clinic, Patience saw no one and Marvins appeared minutes later to tell her that all the people were gathered in a house down the street opposite the hospital. Not convinced enough though, she decided to make the walk down into a compound and then into a supposed room where there was no one. He urged her to sit and then told her that there was a scramble for roles and so she should pray that she would not be thrown out. In the process, he also sat on same bed and bent backwards as if in a bid to pick something and next thing she experienced was a stick held at either ends across her neck in front in a bid to strangle her. She started struggling and screaming for help which didn’t come. It became a scramble that lasted minutes. She was determined not to die like a chicken and struggled until the stick was loosed. He used the stick to hit her on the chest until she became unconscious only to wake up minutes later with foam on her mouth. She crawled to the door step where a boy came over to help her to lie on the corridor. The scene attracted sympathizers and some of the compound neighbors who had earlier failed to turn up. It was in the midst of all this that Marvin showed up, perhaps believing she must have been dead. Surprised to see her awake, he started claiming she was his girlfriend who came to visit him and in the process of love-making, started convulsing.

   It was so unbelievable and a youth leader who showed up helped recover her phone from the said room that had by then been switched off.

All these had taken place about 2:30pm and Patience’s husband was later reached and he showed up and almost shed tears for what his wife had went through. The youths within the area dragged the suspect to the police station where he is under lock and key and Patience was taken to a hospital.

A video 3 minute video went virile on social networks last week showing a man in his thirties being beaten and interrogated by a group of people.  In the footage which appears to have been taken near a bush, the man identified as Junior Clement who claimed to come from Warri in Delta state, Nigeria was caught eating feces and was asked why he was did such a despicable act.

In response, he confessed that he was instructed by native doctor to eat feces after which anything he tells his client will happen without delay.

He also revealed that the first one he did – didn’t work as he’s planning to bill another foreign client $55,000 (over N20 million).

Man, 3 Women who sell vultures as chicken meat arrested in Yenagoa

 A man who has refused to disclose his name was apprehended in Yenagoa, Bayelsa state, Nigeria by members of the Bayelsa state Vigilante Network led by Comr. Bunas Samuel Michael for selling roasted vultures disguised as chicken meat to unsuspecting members of public.

The man was apprehended at the popular slaughter place, at Tombia Market, Etegwe Yenagoa and has been handed over to men of the Akenfa Division, Bayelsa Police command.

The man was apprehended when field commanders of the Vigilante network led by Godwin Avidi, were on patrol around the market axis, at exactly 11:43pm on Wednesday 30th August.

According to Godwin, the patrol team observed suspicious movement at the slaughter place, and trailed it.

" to our greatest imagination, we saw about thirty dead vultures, all prepared to be placed inside a hot pot of boiling water, we called the attention of the police and handed the suspect over to them, before then, he confessed to us, that, he uses dead meat bones to attract the vultures and then uses chemicals to kill them, and he has been in this business for years, selling them to market women and chicken sellers at Major markets and chicken sales point in the state", Godwin said.

According to our source, the suspect is currently in the police net and the police has taken photos of the exhibits.

Similarly, three women, who identified themselves as Doris, Fine girl, and Beauty, who hail from Ughelli community in Delta state were also apprehended by the Vigilante network at the Tombia market a day after.

They confessed to selling vulture meat and carcasses of donkeys to unsuspecting buyers.

The women confessed that, they import these meats from neighbouring states and sell at cheap and affordable price to buyers, mostly those who own restaurants, bars and canteens.

The Yenagoa coordinator of the Vigilante Network, Bunas Samuel, advised all Bayelsans to be on alert and be careful on what they consume, he called on the National Food and Drug Agency Control (NAFDAC) to live up to its responsibility and checkmate the activities of food hawkers.

Russia orders doctors to carry out 'virginity tests' on underage girls

A row has erupted in Russia after doctors were instructed to perform virginity checks on underage schoolgirls.

Doctors have begun implementing an order from the Russian Investigative Committee - seen as the equivalent of the FBI - demanding that all medical evidence of sex involving girls under the age of 16 should be reported to the police.

The edict has led to an angry backlash with claims that girls will avoid going to clinics even when they have sexually transmitted diseases or pregnancies.

Russia's health ministry has joined newspapers and social media in lashing out at the virginity checks for young girls.

Vladimir Shuldyakov, health minister in Saratov region, provoked the storm by publicly ordering medics to obey the investigative committee's instructions.

Doctors must 'inform police about all cases when virginity was lost as well as about cases of pregnancies and abortions involving girls under 16 years old', he demanded.

Specifically, the order instructs doctors to check girls 'and report all cases when the integrity of the hymen is damaged'.

The Russian Health Ministry put itself at loggerheads with the Investigative Committee in attacking the move in Saratov with Omsk region also believed to carry out the checks ' in secret'.

Yelena Uvarova, chief gynaecologist for children and adolescents, branded the virginity tests 'absolutely unacceptable' and questioned their legality.

Newspaper Moskovsky Komsomolets warned the checks would lead to a 'sad result'.

'Imagine a young girl in love, her sleepless nights, her pleasures and horrors and her wish to hide her secret,' said its report.

'And she gets health problems - a sexually transmitted disease or suffers another gynaecological condition.

'Does she go to the doctor who will find out about her 'damaged hymen' and report her to the police? 

'And her tender secret will then go on a police record and later reach her parents, teachers and classmates?

'For sure this girl will not go to the doctor and then who knows how it will affect her future life and health?'

One social media critic said underage sex should be a problem for families to resolve 'not government bodies'.

Another complained: 'The minister and police have nothing else to do... we live in medieval times.'

An opponent added: 'Why do they want to report about girl only? What about boys who are not virgins....I am against early sex but reporting it to the police is idiotic.'

There were predictions that it would lead to doctors being bribed by wealthy parents to sign papers that their daughters were still virgins even if are were not.

But many commenters agreed with the move.

'Right decision,' wrote one. 'I worked at a school and watched 14-year-old students who went out with with much older men.

'And I have known girls who had abortions at such an early age. 

'Children should study and not have sex. But it is a complex problem.

'Look at those music TV channels, so vulgar, and there is so much dirt in the internet and on social networks.

'Somebody is deliberately seducing young people in Russia.'

Woman with two vaginas gets pregnant despite doctors’ claim that she cannot conceive

A woman who was told she was infertile after being born with two sets of reproductive organs is now expecting a miracle baby.

Krista Schwab, 32, has two vaginas, cervixes and wombs.

After suffering two miscarriages, Krista and her husband Courtney, 33, had given up any hope of having a child.

Krista is now five months pregnant and expecting a baby boy, which is growing in her left womb.

She said: 'For so many years my husband and I cried, prayed and dreamed of having a child. We both had so many breakdowns because we wanted one so much.' 

Krista from Washington State, was diagnosed with the rare condition, known as uterus didelphys, when she was just 12 years old. 

Although she was aware from a young age that she had two wombs and cervixes, it wasn't until she reached the age of 30 that she found out she also had two vaginas. 

Krista said: 'I always felt the separate sections during intercourse and smear tests, but I just thought that feeling was a normal thing every woman had.'

After years of dreaming for a miracle baby, Krista bought a pregnancy test without much hope. 

She said: 'After probably 1,000 negative pregnancy tests - it got to the point where I gave up wishing anymore.'

'Last December I put on weight so I bought my billionth pregnancy test, which my husband and I thought was just a waste of money.

'I normally pray and hope whilst I wait, but this time I lost all hope and didn't bother.

'Then I saw it - it was positive. I hit the floor crying.' 

'It was a massive shock, especially for my husband!' 

She added: 'When I met my husband at 20 years old, I told him I couldn't have kids.

'So the whole time I've been together with my husband we didn't use protection.'

Uterus didelphys is associated with infertility in itself, but Krista's pregnancy is even more miraculous as she is expecting in the womb that did not release an egg.

She said: 'The only ovary that was functioning was on that right side with that very shallow opening, there was no connection for the left to get an egg through it. 

'It's incredible because doctors still don't understand it. The fact that I'm pregnant on the left side and it's impossible for the egg to get there.' 

Although happily married, Krista's condition continues to affect her everyday life.

She said: 'Sex is extremely sensitive and can hurt - it affects my sex life and my self-confidence.

'However my husband and I joke around about it all the time.

'There's so many prude comments I get about my vaginas, but what is upsetting is the link to my infertility.'

Most women with uterine didelphys are forced to have a cesarean section, but Krista is hopeful for a natural birth.

She said: 'Because of my two vaginas the baby will have to come down the left side vagina.

'Doctors think I'll have to have a C-section, but I'm dreaming of a natural water birth. 

'I am scared that he will get stuck, one vagina is much smaller, if they were both one vagina it'd be a normal size.'

Krista hopes her miracle baby will give hope to other uterus didelphys-sufferers who are desperate to conceive.

She said: 'Ten years of trying to have a baby it just happened. I want women with uterine didelphys to never let anyone tell them miracles can't happen because they do.'

Dr Nick Raine-Fenning, spokesperson, the Royal College of Obstetricians and Gynaecologists said: 'The uterus forms in-utero by the fusion of two tubes, which are called the Mullerian ducts.

'The wall between the tubes breaks down before birth in its lower aspect leaving one womb and one cervix whilst the upper parts stay separate and form the two fallopian tubes.

'The process can go wrong at any time leaving two completely separate tubes and therefore two uteri and two cervixes, as well as two vaginas, known as uterine didelphys or double uterus, at one extreme or one uterus separated by a muscular wall which is a septate uterus.

'Uterine anomalies, as they are called, have been associated with infertility, miscarriage, and preterm delivery.'

Porn industry shuts down after performer tests positive to HIV

The porn industry has ground to a halt over fears that an adult film star has HIV.

Porn's leading trade body, the Free Speech Coalition (FSC) has called for all filming to stop after the actor received a 'possible positive' test result during routine STD screening.

A statement on the organisation's website stated it wanted 'a precautionary production hold after a possible positive test for HIV by an adult performer listed in the PASS (Performer Availability Screening Services) database'.

They said that the actor, whose name has not been released, had not caught HIV on set, and insisted that they 'had not participated in any fluid exchange shoots since their last negative test.'

The porn star's positive HIV test has not yet been confirmed although a definitive result will be know within a few days.

'If it is a false positive, the hold will be lifted on Wednesday,' the statement said.

The FSC say they will begin notifying all of the porn star's past partners and will retest anyone who had come into contact with them since their last negative test.

The porn industry has been working to improve health and safety conditions for its performers after a number of scares in the past ten years and no one has caught HIV on a PASS regulated set in the past decade.

But a law that would have given California the power to prosecute porn producers who don't make their performers wear condoms, failed to pass last year.

And while greater testing in the industry has been welcomed, it is not infallible. 

In 2016, a male adult film actor in California unknowingly infected two men with HIV because the virus went undetected by lab tests, a report by the Center for Disease Control revealed. 

The then 25-year-old male was diagnosed with HIV just 22 days after he first tested negative. During this time, he had unprotected sex with a total of 12 male performers, and five other men outside of work.

The CDC's Morbidity and Mortality Weekly Report warned at the time that 'adult film performers and production companies...should be aware that testing alone is not sufficient to prevent HIV transmission.'

California, home to the multi-billion-dollar porn industry, has long been embroiled in a controversial debate over safe sex practices on set.

The last confirmed time two porn stars contracted HIV on set was in 2004, when most of the major production companies agreed to shut down for 60 days to prevent the virus from spreading.

And STD testing was upped to every two weeks after actor Cameron Bay and her boyfriend Rod Daily caught HIV in 2013.

Bay has called for safe sex on set, as she said that the number of HIV infections proves the industry wrong when they say testing performers for the virus and other sexually transmitted diseases is sufficient.

The actress says she was naive to trust industry STD tests and said other performers told her not to ask for condoms.

'I learned that there's always someone younger and sexier, willing to do something you're not,' Bay told the Huffington Post. 'I think we need more choices because of that. Condoms should be a choice.'

The porn industry disagrees, arguing that its own regulatory system of testing actors every 14 days is sufficient.

Actors are supposed to turn up on set with their results, and co-stars can refuse to work with an individual if they failed to get tested, or if the results came back positive for STIs.

Many actors have also spoken up against the mandatory use of condom. They say because filming can last for hours on end, this form of protection can cause uncomfortable chafing or friction burns for both men and women. 

Eric Paul Leue, the executive director of the Free Speech Coalition which represents pornography producers, said that biweekly HIV tests have successfully prevented outbreaks in more than a decade.

Instead of condoms, he supports the widespread use of a prophylactic drug called Truvada that can lower the risks for HIV-negative porn actors.

The CDC report notes that these drugs have to be taken daily, making regulations even more difficult.

Despite the most recent scare, the FSC assured adult performers that there has not been a on-set transmission of HIV in a decade on a PASS regulated set.

Porn industry rights group The Adult Performer Advocacy Committee have supported the temporary halt in filming.

'Based on the current genealogy, there is low-risk to the performer pool,' the APAC said in a statement. 'APAC will release a statement within the next few days regarding whether the production hold is called off or if a two-week moratorium is necessary,' it added.
